Following received from Shanghai.
Addressed to Peking No. 3; repeated to Hongkong
and Canton. Copy to Nanking for His Majesty's Minister.
Hongkong customs agreement.
Your telegram No. 12 to Foreign Office.
His Majesty's Consul here during my absence at
Nanking telegraphed to His Majesty's legation by wire-
less on December 27th (telegram actually despatched
December 28th) views of joint committee of Shanghai
British Chamber of Commerce and China Association.
As this telegram numbered 326 has not reached His
Majesty's legation I repeat it below. Begins:-
"Your telegram No. 366.
The joint committee of British Chamber of Commerce
and China Association discussed agreement and your views
as expressed in your telegram under reference at meet-
ings when they unanimously, with the exception of
Messrs. Butterfield and Swire and Dodwells, passed a
resolution supporting agreement in its present form and
expressed the following views: (1) that there would be
no reaction detrimental to general British interests in
China should China refuse to accept agreement as now
drafted and should Hongkong refuse to make any
Fundamental.
